That isn't because of 'personal flair', that would be because Norway isn't a member of the EU. I think they just added Norway later to stop it from being clearly someone's junk on a coin. Notice the hole in the middle between the E and the U where Switzerland should be?

I'll stand corrected. I'm sure thats what I read somewhere before, but the Norway thing makes sense. It's still a fine looking coin!
