It seems that the street lamps are not the same in the west and in the east of Berlin. They work on gas in the west, and on electricity in the east, thus creating a different color. See this thread.

Other way around: gas -> east, electricity -> west

Governments pay people to buy and install light bulbs on street lamps. When an area was once ruled by two completely different governments, you get two completely different light bulbs.
