Pac Rim Cayman LLC ("PRC"), a United States mining company, alleges that the Republic of El Salvador wrongfully refused to grant environmental permits for its exploration and exploitation projects, which rendered its mineral discovery in El Salvador worthless. PRC alleges CAFTA-DR violations of Article 10.3 (national treatment), Article 10.4 (most-favored-nation treatment), Article 10.5 (minimum standard of treatment) and Article 10.7 (expropriation).
