Harris County's four civil courts at law serve as the courts of appeals for cases from justices of the peace, and also hear low-level civil disputes and property condemnation cases. Judges in these courts will regularly face of litigants representing themselves in fights with their landlords. Voters should select candidates who have patience and compassion for people who may find themselves kicked from their homes, but also maintain the ability to keep heavy dockets moving smoothly.
