On January 8, 2013, Senator Robert F. "Bob" Deuell was again sworn-in to the Texas State Senate to represent the citizens of Texas Senate District Two, which includes Delta, Hopkins, Hunt, Rockwall, Kaufman, Fannin, Rains, and Van Zandt counties, and parts of Dallas county. This marks a decade of continuous service in the Texas Senate for Senator Deuell.
Sen. Deuell attended the University of North Texas, where he studied music, and later earned a degree in biology from George Mason University and his doctorate of medicine from the Medical College of Virginia. He is a practicing, board-certified family physician in Greenville and also serves as an instructor for medical students and residents across the state.
While in office, Sen. Deuell has passed legislation covering a wide range of issues. During the 83nd Legislative Session, which was his first as Chairman of the Senate Committee on Economic Development, Sen. Deuell passed several bills which will help ensure the Texas economy continues to lead the nation. Key measures include:
Renewal of the Texas Economic Development Act (SB 1647 by Sen. Deuell / HB 3390 by Rep. Hilderbran) - this successful state program has brought over $60 billion in capital investment, over 6,500 jobs, and almost $600 million in direct payments to school districts since 2001. Renewing the act for eight years will allow Texas to compete for additional large-scale investments. In renewing the act, Deuell added strong taxpayer protections such as an annual ongoing audit and monetary penalties for failure to meet job-creation requirements (any penalties collected will go to Foundation School Fund).
Research and Development Incentives (SB 859 by Sen. Deuell / HB 800 by Rep. Murphy) - A study by Texans for Innovation indicates that this legislation could result in $13 billion in increased economic activity, $4.5 billion in increased wages and income, and 97,000 new permanent jobs.
Oversight of the Major Events Trust Fund (SB 1678 by Sen. Deuell) - This bill instituted critical reforms to the Major Events Trust Fund, a much-criticized program. Reforms include: eliminating the authority for payments made prior to the event, limiting the number of events which can qualify, and establishing a claw-back provision.
Other key pieces of legislation from Deuell's career include a measure to attract movie and television production to the state (81st Legislative Session); a bill authorizing additional tools to prosecute repeat drunk drivers (81st); and Jessica's Law, which that enacted some of the harshest punishments in the nation for child molesters (80th).
Senator Deuell has been recognized by a wide variety of organizations for his work including the Texas Medical Association, the Combined Law Enforcement Associations of Texas, the Texas Association of Business, the Texas State Association of Fire Fighters, the Texas Academy of Family Physicians, and the Texas Young Republican Federation. He was also named to Texas Monthly's Ten Best Legislators list in 2007 and recognized again for his work during the 81st Legislative Session. In addition, Sen. Deuell received an A++ rating from the Texas Right to Life Committee and is A+ rated by the National Rifle Association.
Currently, Sen. Deuell serves as chair of the Senate Economic Development Committee, vice-chair of both the Senate Committee on Health & Human Services and the Senate Committee on State Affairs. He also serves on the Senate Committee on Natural Resources.
Sen. Deuell is an avid outdoorsman and an accomplished musician. Before entering medical school in the late 1970s, Deuell enjoyed a career as a professional drummer and played behind such disparate artists as Ike & Tina Turner and Bob Hope. In January 2005 he sat in with the veteran Western Swing band Asleep at the Wheel at an inaugural ball for President George W. Bush. While much of his time today is taken up by his official duties and his medical practice, Deuell still plays the drums at church and when asked for charitable events.
As a lawmaker and physician, Sen. Deuell is both professionally and personally committed to health and physical fitness. In the past, he has completed the Boston Marathon and was a national qualifier in bicycle/running duathlon.
Most importantly, Senator Deuell has been married to his wife Marilyn for over 40 years. They have three grown children and recently celebrated the birth of their first grandchild.
