AUSTIN — Gov. Rick Perry's Texas Enterprise Fund doled out hundreds of millions in taxpayer dollars to businesses and universities that never formally applied for the funds, according to a scathing new state audit that casts a shadow over one of the potential presidential candidate's signature programs.
