Solicitor's Permit
Overview
The Town of Flower Mound requires that all solicitors obtain a permit to conduct such activity. Permit application documents are available at the Flower Mound Police Department - Records Section, 4150 Kirkpatrick.
Master Permits
A master permit with payment of a $75 fee and individual permits for those soliciting under the master permit with a $20 fee must be applied for once every six months. Solicitors that require a contract or the payment of any amount prior to delivery of merchandise or services must post a $5,000 surety bond with the Town of Flower Mound before a permit is issued. All solicitors must undergo a criminal background check before their permit can be approved. The application fees are non-refundable.
Waiting Period
The waiting period for approval of a permit is 10 days from receipt of the application.
Exemptions
A permit is not necessary for the delivery of circulars or handbills. Additionally, civic, school, and religious groups are exempt from the permitting process.
Additional Details
- All solicitors must wear the photo identification badge provided by the Police Department at all times while soliciting within Flower Mound’s jurisdiction.
- Solicitation is allowed between 9 a.m. and 5 p.m. Monday through Saturday and is not permissible on Sunday or holidays.
- Solicitation is not allowed on public property.
