A man wanted for the gang-related shooting death of a man in Massachusetts was captured Tuesday in Scranton.

The U.S. Marshal’s Fugitive Task Force apprehended Travis Perkins, 21, of Springfield, Massachusetts. The Springfield Police Department charged Mr. Perkins with the July 19 death of 27-year-old Jermaine Cowell,who was shot multiple times in the chest while walking to a store.

The U.S. Marshal’s office in Scranton was advised by Massachusetts authorities that Mr. Perkins might be in the city. Chief Deputy U.S. Marshal James Cunfer said Mr. Perkins had been seeing a woman, who has a sister who lives in the 1700 block Linden Street. A SWAT team surrounded the home and spotted him around 5 p.m. Wednesday. He was taken into custody without incident.

Mr. Perkins was one of two people wanted in connection with the shooting of Mr. Cowell. The other man, Brian Slater,21, of Springfield, Massachusetts, was arrested Wednesday by members of the Massachusetts State Police Violent Fugitive Apprehension Section.

Mr. Cunfer said Mr. Perkins was arraigned Tuesday and is being held in Lackawanna County Prison pending extradition to Massachusetts. In addition to homicide, Mr. Perkins is also charged with use of a firearm in the commission of a felony, carrying a firearm without a license, possession of a firearm without a license, discharge of a firearm within 500 feet of a building, and possession of ammunition without identification.

Martin Pane, U.S. Marshal for the Middle District of Pennsylvania, praised the cooperation of Massachusetts police, the Scranton Police Department and the Pennsylvania Board of Probation and Parole, which are members of the Fugitive Task Force, for their efforts in capturing Mr. Perkins.

“The coordinated efforts of law enforcement from several states resulted in the safe apprehension of a dangerous fugitive from the streets of our community,” Mr. Pane said.
