General Services Department

In 2000, the General Services Department (GSD) was established to construct and maintain the City’s building portfolio. Since that time, GSD has evolved into a full service, client-centered department that provides a comprehensive suite of services to over 300 facilities; representing 7.7 million square feet of occupied space. As a full service department, GSD assists its clients in identifying the appropriate real estate solution and then provides design and construction services for the development of the facility. Once the facility is ready for occupation, GSD provides energy, property and security management services to ensure the lights come on and the facility is clean, well-maintained and secure. To further enhance the operation of its facilities, GSD established the Sustainable Growth division. This division is responsible for implementing green and sustainable property and energy management solutions with the intent of reducing operating costs and improving client satisfaction.

November 17, 2010 -- Mayor Annise Parker today announced Scott Minnix as the new director of the City of Houston General Services Department.

“Operations for city buildings is a monumental task, and I picked Mr. Minnix because of his extensive experience in this field,” said Mayor Parker. “Our General Services Department is doing a good job when people don’t notice everything they do, such as maintenance for more than 300 facilities. Scott Minnix will help ensure it is all done in the most energy and cost efficient ways possible.”

For the past five years Minnix held an executive position for the City of Seattle, most recently as a director of facility operations in the Fleet and Facility Department. His responsibilities included oversight of property management and maintenance for three million square feet of city-owned properties, as well as 140 employees; administration of an $80M budget; construction and janitorial services; and operational support for city services including parking, security, warehousing, surplus property disposal and mail distribution.

Minnix, 45, an officer in the U.S. Naval Reserve, received a Master of Public Administration degree from the University of Washington and a Bachelor of Arts degree in Business Administration/Management from the University of Puget Sound. He obtained various certifications and is affiliated with various national organizations as well as involved in the Seattle community through a variety of local organizations.

The new director will lead a department of approximately 360 employees.
