The road remains closed between Ruxton and Old Pimlico.
It happened during rush hour Wednesday as heavy rain soaked Maryland overnight and into the morning.
Baltimore County Police responded to the area at 9:25 a.m. for a report of a pole or tree that had fallen on a car.
Drivers are urged to find an alternative route around the area.
The crash team is investigating.
